In 2004, Paraguay
established clear social goals to be met by 2008. These
Intermediate Goals, so called because they are at be
midpoint of the Millennium Objectives (2015), are unprecedented
in that they formally outline concrete objectives for
the first time. They include the reduction of the extreme
poverty, health and education goals, and basic sanitation
and potable water coverage.
