National Budget : The Tool

The planning of how resources of a country will be spent is shown in the National Budget, which is a very important management tool.

It is very important to notice, however, that the allotment of resources within the budget is, in turn, the result of the struggle between different economic, political and social interests to establish priorities.

That is why, it is fundamental to have systematic information about the execution of the public budget, to know to what extent and in what way it focuses on achieving social goals that would mean better living conditions for Paraguayan men and women.

The budget is the main management instrument of a government, where it is evidenced how a country defines priorities and allots its resources. Prioritizing resources toward the attention of programs to fight poverty, to provide educational coverage, access to drinking water, primary attention to health and to reduce malnutrition (mother –child) has high impact on the improvement of the quality of life of the population.
